City of Monette, Arkansas
Accessibility Statement
The City of Monette is committed to ensuring digital accessibility for all residents, visitors, and members of the public — including those with disabilities.
Our Commitment to Accessibility
The City of Monette is committed to providing a website that is accessible to the widest possible audience, regardless of technology or ability. We actively work to increase the accessibility and usability of our website and, in doing so, adhere to many of the available standards and guidelines set forth by the Web Content Accessibility Guidelines (WCAG) 2.2, Level AA.
These guidelines explain how to make web content more accessible to people with disabilities. Conformance with these guidelines will help make the web more user-friendly for all people.
Technical Standard
This website targets conformance with WCAG 2.2 Level AA. Our implementation includes:
- Semantic HTML5 structure with proper landmark roles (header, nav, main, footer)
- Skip-to-main-content link for keyboard and screen reader users
- Descriptive alt text on all meaningful images; decorative images marked appropriately
- Logical heading hierarchy (H1 to H2 to H3) on every page
- Visible keyboard focus indicators on all interactive elements
- Full keyboard navigation — no mouse required for any feature
- ARIA labels and roles on navigation menus, buttons, forms, and dynamic content
- aria-current="page" on active navigation links
- Escape key support to close menus and dropdowns
- Color contrast ratios meeting or exceeding 4.5:1 for normal text and 3:1 for large text
- Form fields with associated visible labels, required-field indicators, and accessible error messages
- Background video marked as decorative with aria-hidden and a screen-reader text alternative
- Reduced-motion support via prefers-reduced-motion media query
- Minimum touch target sizes of 44x44px for interactive elements
- Responsive design that works at 200% zoom and on mobile screen readers
Known Limitations
While we strive for full WCAG 2.2 AA conformance, some areas may require additional human review or have known limitations:
- Embedded Facebook content: The Community Calendar and homepage Facebook feed embed third-party content from Facebook. Accessibility of embedded Facebook widgets is controlled by Facebook and may not fully meet WCAG 2.2 AA standards.
- Third-party payment portal: The online water bill payment portal is hosted by a third-party provider (NIC Arkansas). Accessibility of that portal is the responsibility of the provider.
- PDF documents: Some linked PDF documents (such as public notices and utility bill images) may not be fully accessible. We are working to provide accessible HTML alternatives where possible.
- Complex data tables: Some pages contain complex schedule or rate tables. We have added appropriate table headers and captions, but complex layouts may present challenges for some assistive technologies.
